Machinery Directive: 64 new citations, and a list that ends
Commission Implementing Decision (EU) 2026/2015 was adopted on 4 September 2026 and published in the Official Journal on 7 September. It does two things that pull in opposite directions. Article 1 adds 64 references to the Machinery Directive standards list, among them the 2025 editions of EN ISO 10218 for industrial robots, and they confer presumption of conformity from the day of publication. Article 2 repeals the entire list, Implementing Decision (EU) 2023/1586, with effect from 20 January 2027, the day Regulation (EU) 2023/1230 replaces Directive 2006/42/EC.
In short:
- 64 new rows enter Annex I of Decision 2023/1586, and 2 rows are corrected (EN 13155 and EN 14439). Nothing is deleted.
- The decision entered into force on 7 September 2026, so the new citations are usable now under the Directive.
- The whole Directive list is repealed on 20 January 2027. From that date, presumption of conformity for machinery depends on references published under the Regulation.
- The Commission states that a new implementing decision listing standards under Regulation (EU) 2023/1230 is being prepared and will feature the vast majority of the standards currently cited under the Directive. It had not given a publication date on its page when we checked.
What enters the list
Section titled “What enters the list”The decision is large, and most of it is type-C standards for specific machine families: lifts, packaging machines, agricultural and forestry machinery, woodworking machines, hand-held power tools under the EN IEC 62841 series and household-type appliances under EN IEC 60335-2. The entries that matter beyond one machine family are these:
| Reference | Subject | Why it matters |
|---|---|---|
| EN ISO 10218-1:2025 and EN ISO 10218-2:2025 | Industrial robots, and robot applications and cells | The 2025 revision of the robot safety pair gains presumption of conformity |
| EN ISO 13855:2024 | Positioning of safeguards with respect to the approach of the human body | Type-B standard used to compute safety distances for light curtains and guards |
| EN ISO 14119:2025, with A11:2026 | Interlocking devices associated with guards | Type-B standard for guard interlocks |
| EN IEC 62061:2021, with A1:2024 | Functional safety of safety-related control systems | The amendment enters the citation alongside the 2021 edition |
| EN 1175:2025 | Industrial trucks, electrical and electronic requirements | Electronics of forklifts and similar trucks |
| EN ISO 18497-1 to -4:2024 | Partially automated, semi-autonomous and autonomous agricultural machinery | Four parts covering design, autonomous operation and verification |
| EN ISO 3744:2026 | Sound power levels, engineering method over a reflecting plane | Noise declaration method used across many machine families |
The corrections touch two crane standards: rows 401a and 457a now carry EN 13155:2020+A1:2025/AC:2026 and EN 14439:2025/AC:2026.
Nothing is deleted, so older editions stay usable
Section titled “Nothing is deleted, so older editions stay usable”The Annex to the decision only inserts rows and replaces the two crane rows. It deletes nothing. Recital 5 names the earlier editions that the new texts revise, EN ISO 10218-1:2011, EN ISO 10218-2:2011, EN ISO 13855:2010 and EN ISO 14119:2013 among them, and those references remain in Decision 2023/1586 alongside their successors.
So, under the Directive and until 20 January 2027, a manufacturer can rely on either edition. Standards decisions often schedule a withdrawal date for the superseded version. This one does not need to, because the whole list ends on one date.
20 January 2027: the list ends with the Directive
Section titled “20 January 2027: the list ends with the Directive”Article 2 is one sentence: Implementing Decision (EU) 2023/1586 is repealed with effect from 20 January 2027. Recital 14 gives the reason. Directive 2006/42/EC is repealed by Regulation (EU) 2023/1230 from that date, and a list of standards presumed to meet the Directive has nothing to attach to once the Directive is gone.
The consequences for a technical file:
- A machine placed on the market from 20 January 2027 is assessed against the Regulation, and its EU declaration of conformity cites the Regulation, not the Directive. The machinery guide covers the changes in Annex I, the conformity routes and the new essential requirements.
- Presumption of conformity under the Regulation comes from references published under the Regulation. A citation in Decision 2023/1586, however recent, does not carry over by itself.
- The Regulation list was not yet in the Official Journal when we checked. The Commission's page says one is being prepared and will include most standards cited under the Directive, without giving a date.
For a machine whose conformity route depends on harmonised standards, this is the decision point. Under the Regulation, Annex I Part B machinery can use internal production control only when the harmonised standards or common specifications cover all relevant essential requirements; without them, a notified body route applies. Our note on the Regulation's 2026 milestones sets out those routes.
What to do
Section titled “What to do”- Check whether your product family has a new citation. For robot cells, guard design and safety-related control systems, the 2025 and 2024 editions now carry presumption under the Directive.
- Do not plan a re-test because of this decision. The older editions remain cited until the list ends.
- Plan the declaration of conformity for 20 January 2027. Products placed on the market from that date need a declaration under Regulation (EU) 2023/1230.
- Track the first standards list under the Regulation. Until it is published, a conformity route that relies on harmonised standards under the Regulation cannot be confirmed for Annex I Part B machinery.
